When a motion in a court case or a grievance is filed is denied on a procedural basis, it means that it was denied because the right procedure or steps were not followed. The motion or grievance might had merit, but if the correct process is not used, it could result in such rejection.
Example: The Department of Corrections rejected his grievance on a procedural basis
